In settings, it’s the fourth from the bottom, pink icon that says “user tags”.
The feature was in beta and difficult to find a few updates ago, so it’s not just you being unobservant unless you checked recently 😁

It’ll be specific to the app you’re using. Tags aren’t natively supported by Lemmy, so they’re just something that the app makers add in. Sort of like RES on Reddit.
